.NET tool for xunit-console [win-x86]

xunit.v3.runner.console, provided as a dotnet tool ('xunit-console'), for Windows on x86.

Capable of running v3 test projects (.NET and .NET Framework), as well as v1 and v2 .NET Framework test projects (run under .NET Framework 4.7.2).
