README

Microsoft.GitHubCopilot.Upgrade.Mcp

An MCP (Model Context Protocol) server that provides AI-powered tools for upgrading and modernizing applications. This server, combined with the Upgrade Agent, enables GitHub Copilot to analyze your projects and help modernize them through a structured, multi-stage workflow.

Getting Started

This package is not intended to be installed standalone — it ships as part of the Upgrade Agent.

Option 1: VS Code Extension

Install the Upgrade Agent extension from the Visual Studio Marketplace and start using Copilot to modernize your applications.

Option 2: GitHub Copilot CLI

For GitHub Copilot CLI, the Upgrade Agent is distributed as a Copilot CLI plugin — the agent prompt, skills, and MCP server configuration are bundled together. Install the upgrade-agent plugin (see microsoft/upgrade-agent-plugins for all plugins and sources) and invoke the agent with the /agent command:

/agent upgrade

Note: If your repository has a global.json that pins the SDK version to a version before .NET 10, follow the steps in the Troubleshooting section below.

Troubleshooting

global.json SDK Version

If your repository contains a global.json file that pins the SDK version to a version before .NET 10, dnx will fail to execute from within that repository's directory.

This issue affects the Copilot CLI experience. The VS Code extension is unaffected.

Workaround: Add or update the rollForward property in your global.json to allow rolling forward to a newer major version. The example below shows the required property; you do not need to modify your existing version value:

{
  "sdk": {
    "version": "8.0.100",
    "rollForward": "latestMajor"
  }
}

This modification has minimal impact on your project as the upgrade process will apply this change during its initial steps. Setting rollForward to latestMajor allows the .NET SDK to use the latest installed major version when the pinned version is not available, enabling the MCP server to launch correctly.

Requirements

  • .NET 10.0 SDK or later
  • GitHub Copilot CLI or VS Code with GitHub Copilot

Telemetry

This MCP server collects telemetry. For more information, see the Microsoft Privacy Statement.

Telemetry Configuration

Telemetry collection is on by default.

To opt out, set the environment variable APPMOD_DISABLE_TELEMETRY to true in the environment where the MCP server runs.

MCP Apps (interactive UI)

By default, when the connecting client advertises MCP Apps (SEP-1865) support, the server exposes interactive UI tools (e.g. confirm_options, show_scenario_links, show_upgrade_options) that render inline HTML in the host. Clients that don't advertise the capability automatically get a text-based fallback.

To force the text-based fallback even for an MCP-Apps-capable client, set the environment variable APPMOD_DISABLE_MCP_APPS to true in the environment where the MCP server runs. The server then hides all MCP-App-only tools and ui:// resources and behaves as if the client never advertised MCP Apps support.

This is a per-host override: a host whose renderer can't drive the blocking confirmation apps (at the time of writing, the GitHub Copilot App mounts MCP App UIs only on tool completion, which deadlocks the blocking confirm_options / show_upgrade_options pattern) sets this in its modernize MCP server definition, while hosts that render correctly (e.g. VS Code) leave it unset.

Changes from Previous Version

No structural changes between v1.1.222 and v1.1.247.

Adoption Assessment

A verified publisher signal is available. Assess fit from the package's supported frameworks, license and dependency graph rather than popularity alone.

No SPDX license expression is published. Review the license text and your organisation's policy before redistribution.No target framework metadata is available. Confirm compatibility in a representative project before standardising on this package.
